What rank constitutes a flag level officer?

What rank is Flag-Level Officer, and why are they called that? I’ve heard the term occasionally but I can’t seem to find a definition. I know it’s obviously high ranking, I’m guessing 0-7′s and up?

    Generals only

    Admiral in the navy, General in the other services.

    below that are field grade officers

    It is 0-7 and above. When they are visiting a base a flag must be flown with a star on it.
