You can pre-order it free at
Cliff Bleszinski said himself in an interview (for IGN I think) that it’s going to be based heavily on Halo 3′s matchmaking system, and it has been confirmed that you will be able to take parties of friends from match to match.
As for ranking itself, there will be more leaderboards, but not a specific ranking system. The TrueSkill setup will still be there, matching people with similar skills based on your match stats, which can now be viewed in-game through the “war journal” system which will be explained further as the game gets closer to release.
