It refers to the leadership ranks. Nancy Pelosi is the number 1 Democrat as she is the elected Speaker. Steny Hoyer is number 2 as he is the elected Majority Leader. James Clyburn is number 3 as he is the elected Majority Whip. Emanuel is number 4 because he has been holding the title of conference Secretary.
