How exacly does the inner ranking system on Pokemon Battle Revolution work?

Hello, on Pokemon Battle Revolution the website says that they match up opponents based on skill. How does the game determine “Skill”? Is it by win loss record? Does how quickly and how many Pokemon you have remaining get taken into account? Do disconnected battles get taken into account? What are the exact odds of being pared up with “X” person?

    i have had over 1000 wifi battles and this is my veiw

    if you choose one of the first coloseums/whatever you are able to use you usualy get noobs, but if you choose stargaser you mostly get strong players, i have never seen an incease in skill just because i was winning 100 battles in a row.
    but then yet again this is a guess, for this subject i do not know the facts
