Win by a long way on all the races, and stay on the track at all times. Try to take out other players with your items too to increase your lead. Stay in first place as much of the race you can too. It works it out on all those factors.
If you win all four races by a few seconds each, and follow the other advice, you should get a star (or maybe even a two-star rank).
Stars are not just based on finishing first – the rubberband effect of the AI makes it so that anybody COULD finish first.
It’s more based on your times, how long you stay in first, and how well your items are used.

you have to get 60 points and lead for most of the race.
If you’re only getting Bs, you really need to practice. You get star rankings by spending a lot of time in first place, staying on the track, and winning by a huge margin.
